This is a formal legal proceeding in which both the parents and the DOE present evidence and call witnesses before an impartial hearing officer. The IHO then makes a legally binding decision. This is known as an Order.
After the DOE indicates a willingness to parties arrive at a mutually agreed-upon settlement that is legally binding on both parties. This is known as a Stipulation.
